§. Features in Jury, not in Quasi
Lastly come the groups of features productive of the evil in
the shapes opposite adverse to the collateral ends of justice: namely,
vexation delay and expence.
These features are amount to little more than those already seen
the aspect under the point of view in which they are now here being one in which they
will be seen to be productive of evil in some certain additional shapes.

together at different distances from their respective houses in each County, 48,
to the end that out of them may be whereof taken for each suit, the constantly number
of 12: distances great rendered in many instances great by of
the comparatively small number of those judicial districts.
Evil produced expence in so far as in comparative is withholden
expences to the people less opulent class in their quality of eventual Quasi Jurors: in so far as
compensated, to the same classes in their quality of tax-payers.
In the Quasi Jury System, the number of
those kept in constant attendance J Quasi Jurors serving in
each suit minimized reduced to three – the least number by
which a majority may in every case of contestation be secured,
also the extent of those the judicial districts reduced, namely
by reason of the greater number of them: the excess of
expences being reduced by the all-embracing extent given to the
field of their authority, which in each grade is in all of them the same.
