Now as to the expence of government: and the course
Secondary and collateral end of government minimization about to be taken, with a view to for the minimization of it. With In
of the expence necessitated by it, as above. this view design, the following is the view that has been taken of
the elements of which it is everywhere composed.
Expence is evil produced for the purpose instance of excluding
exclusion of greater evil, or producing productive for the production of more than equivalent
good: it may be distinguished into punishment and
hardship.
Punishment is evil produced under the notion
of its being the a direct and purposed instrument or efficient
cause of the some good, meant thereby desired and intended to be produced.
Hardship is evil produced, as the a collateral and
unpurposed result of the some operation of any some
instrument employed for the exclude exclusion of evil, or the production of good: or the a
collateral result, and not in an efficient cause.
As to its shape, the In respect of shape its shape, expence employed by government
as above is either non-pecuniary or pecuniary.
The Non pecuniary expence of government is either hardship
at large: of which the principal modification is that
produced by forced personal service: and of forced personal
service that produced by forced military service.
Of As to the matter of expence, in neither no shape is the matter can it ever be fixt procurable
by government anything like sufficient quantity, without hardship, or punishment
or the fear of it, or both.
