Constitutional Code

Not evidence indeed but these misdeeds in
consequence of which the most mischievous
eren virtues.

To bring to view the way in which these matchless good work
otherwise impossible good
has been done by the ill unapt contrived instrument, it is not necessary
to go far: the case of the liberty of the press with or without coupled or
not coupled with that of the liberty of discussion may be a sufficient
exemplification of it.

Of every best government as in Of every set of rulers without exception a precise and constantly
pursued object is of course the security for all
their mischiefs as perfect compleat in impunity and facility in
every shape as possible. But in so far as concealment wherever as secrecy is produced
obtained compasses for a crime so is impunity. Impunity Against
the legal sanction impunity can be and is given to them by the laws,
but against the power of the popular or moral sanction as
exercised by the Public Opinion Tribunal, impunity can no
otherwise be obtained than by secresy, by secur preventing
the cimes for mischievous acts either from being known,
or from viewed in their proper light in that light which belongs
to them.

The legal power being the whole of it in the hands of those
same rulers the power of the Public Opinion Tribunal is the only
power by which any bridle can be applied to it. But to exercise for being
in every case able to give exercise to to that power this what same Tribunal
indispensably necessary to this same tribunal is the knowledge
of those same the facts belonging to the case and in many cases of such
comments as may be necessary to place it those facts in their true light
those same facts.

In England the law, including that those fictitious substitute the expression given to their work
to which is given the power and effect of law has at all times for its
object the giving concealment and as far as the nature
of the case rendered it possible – concealment and thence impunity to
its rulers of all classes their confederates instruments and favorites:⊞
