But ever and anon a Jury has been seen, the concurrence consent
of which has been refused to their lab mass of law.
In so far as this refusal has given the oath taken by the twelve
men in question has been com violated and so many perjuries
have been committed. But this perjury is the rock on which
every thing that is least bad in the form of government in which season
any thing, that is good as founded. If the so it be that the quantity
of unhappiness produced is the foundation and measure of moralguilt
the greatest guilt that could be exemplified would the abstinence offthis all - saving perjury.

But by the commission of this same perjury, and the
exercise of the negative thus exercised by it, weakness could with
compleat facility and ring effect be spread at pleasure
over the whole body of the laws. A few steps in this same track
of perjury into which the laws them Jurors have been forced by the law itself
to very steps of taken in cooperation with or without consent
and the whole of the crazy and unlegated fabric falls to pieces
and by the same spirit which produced the dissolution of the system
so adverse to human happiness, another having for its object and
effect the maximization of human happiness will of course be
produced, of course

Of This state of things the true nature is secret to them
who have so much to fear from it. Accordingly in a libel law
case never is a verdict of Not Guilty heard but a general shivering
fat is felt in the higher regions. In both houses and on
every bench each Felix trembles.

Nor is this by a great many the only principle original of
inbredweakness which has place in English law. Numerous was
is are the<add>other</add>seeds of weakness which earnest of than any sinister endsobject have English Judges
freed or formed themselves under a necessity of serving in the field
of judicature this power.. But they belong not to this subject, and to lay them spread open to view would require much more spare
than can here be spared
