that of a sufficient qualification payment of taxes

been advanced by some parties writers. These writers belong it is
believed exclusively to the class of Reformists.

fact can any substantial suitable ground for a right of the sort here in
question be made out produced.

Suppose a man not tried, by this negative circumstance

without preponderant prejudice to the universal interest
happiness, from this or from all other sources – happiness
in the utmost possible quantity should not be afforded him?

smaller source, to wit the rent of a certain portion of
the land. In that Commonwealth is it really so the
advocates of this principle have objected to would they be
ready to admitt it to be so, that in that time political state
Representative Democracy would be a bad form of government,
and that no one of all the Members of that
community ought to have a vote in the election of any
of its rulers?
