Constitutional Code
Egyptian task master tricks without show
Not so Bonaparte. No need had he of lawyercraft: no
need of had he of priestcraft: no need had he of craft in
any shape. No need had he of corruption, no nor of Schism
that admiration ensuring delusion other than that which power however exercised has hitherto
sufficed to inspire. No Not fearful was he nor otherwise
averse was he to the doing good serving of the public
interest upon the most largest extensive scale where no difference
to his own particular interest was procured by him: a merit
this, in which among Monarchs his equals of any times
been few indeed.
Priests and Lawyers those arch means of mankind
being both at his feet. Even Priests being at his feet, lawyers still
more compleatly so, he feared not to render to his subjects that
most valuable of all benefits next to a Code of Constitution law
having the greatest number of for the its object a Code containing composed
of ordinances which without being ruined for not knowing them
it was had become impossible for them to know. But no Monarch having
for the end of all his actions was such an one possible, the greatest
happiness of the greatest number, could any benefit boon laws
been granted to his subjects approaching in value to that
which without the view any view show motive more philanthropic generous
than that of his afforded by the gratification of his own love of power, this confers
upon him by the enactment of his body of Statute law under
the name of Les long Codes
For the conferring of his great benefit one general and easily
expressible conception sufficed. Give to the body of the whole rule
of action the possibility of being known to everyone to everyone
in whose instance knowledge is necessary to obedience.
For the giving of and securing due observance to those an
ordinance orders by which obedience to the compleat substitution of the natural to the technical
system of procedure would have been established required more
knowledge of detail than in this part of the field of government
he was in possession of. This part he accordingly abandoned to the lawyer tribe,⊞
⊞ and of this necessity the result is a system of procedure which people in comparison of that of England is a prodigious blessing is in point of usefulness to the people in the
character of eventual victims and litigants, far short beneath of what it might have been.
