Hence evil in another shape: partly by without necessity or pretence
of remunerating and requiting men for this sacrifice
of health and life, partly of necessity for the purpose
of abstracting men of reputed preeminent
aptitude from the professional to the official branch
of the art and science, salaries of enormously superfluous
magnitude are attached to situations
in these judicatories: enormous expence the manure,
inapt practice the fruit.

In domestic procedure, the course for so many
hundred years persevered in under the technical
system, no man was ever mad enough, no woman
ever weak enough to pursue.

To begin with extracting from the pocket
of a child money under the name of fees, without
a question put to him than to send him for examination
to a cousin, a friend, an agent, or
an unknown acquaintance three hundred miles
off, then to receive him back again, with either no
account at all, or a miserable account of an examination
necessarily inadequate, this would not
be folly, but something between idiocy and lunacy.

To see the course pursued, and then to ask how
it happens that the purposes professed to be aimed at
want so much of being accomplished, is as if on seeing
a file of men turning their backs to the mark,
and firing away, the question were asked how it
came to be missed?
