Art 13. Conclusion – So far as regards appropriate
moral aptitude, as in the case of other political situations in
general so in this in particular the apt and or by
proper and sole well-adapted means foundations of security for good
behaviour is – the taking for granted the existence – not
of good behaviour, but of the propensity to give into the
opposite course bad behaviour, on every occasion in
which special and adequate securities are provided for and
applied to the exclusion of it.
