§. 29. Judicatures for Accounts and Claims
Instructions
The greater the number that offered, so much
much better in the first place for the service itself, in
the next place for the several functionaries: for the service,
because so much the sooner would the business
be dispatched, for the functionaries because the less would
be the length of term during which the comparative disqualification
abovementioned would have to operate. Its operation
would be the less powerful the greater the degree of publicity
obtained by the respective services: of each it would therefore
be the interest to do what depended upon him to towards
give maximum existence and increase to the number and respectability
of his habitual Judicatory Inspectors.
Of the competition in this case the pecuniary
branch might not improbably stand upon in this extraordinary sort of case
upon a footing more or less different from that on which
it would at the same time be standing in the ordinary
case. Antecedently to experience the term it would take
could not be anticipated: but this is of the number of
those matters which will admit themselves settle of themselves.
