Instructions

Compare the here proposed state of things with the
actual state of things under English law. Behold under
that so indefatigably lauded system the evils correspondent
and opposite to the several ends of justice – not as above
minimized but maximized. Judges, in a number
greater than one or two sitting acting in the face of no other
public than the miniature and self-corrupting public
which they themselves with a Secretary and compose
the whole of the business produced by the occasion the
whole in whatever degree vast consigned to those hands
of whom all that are above our contribution not to the
dispatch but to the retardation of it. Hence for the
greatest part of it during an unmeasurable length of time
non-decision certain: misdecision probable, as far as opportunity
coupled with more secrecy and irresponsibility
and under a veil of profound secrecy, probable can make it
so probable. Turn Shut your eyes against upon
the favour I show my protegés, I will do the like for
yours: such is the speech which by the mouth of this
common situation, without the trouble of opening his
each one is continually making to every other.

Then again as to delay vexation and expence: delay
will in this as in all other cases the door it opens to misdecision
through of evidence: to the unhappy
individuals, delay to government as well as to them: expence
to both parties proportionable: add to the expence of government
the augmentation made encrease given augmentation made given by that which consists is composed in
salaries
made by the sinister interest which those in whom the continuance
of the business functions
