Instructions
For historys and statistics this is not a plan. A
history in less exstructive than curious might be furnished
under the head by the papers of the English Parliaments.
As to the denomination, in cases a the Court of Claims though
not so expressive as it might be for a Claim-receiving
Judicatory is more so is however more than usually
expressive. Not so the Audit Court is an appropriate
denomination it is as lucus à non lucendo is an
appropriate derivative: for an Audit Court is exactly
the sort of Judicatory in which unless by accident, the
least quantity has place of that sort of matter which
to perform its office requires to be heard: evidence
unless by accident, none in the oral and audible, none but in the
written and visible shape: argumentation, unless by
accident, none: by the vouchers if regarded as being in
regular form all demand for argumentation is understood
to be excluded.
