Exception Art. Account auditing, or any Audit Judicatory

By an Account auditing or say an Audit Judicatory
understood in judicatory which having for its subject matter
of its enquiry matters of pecuniary or quasi pecuniary account
as between the government on the one part or some
department or Subdepartment of the Government on the one part and some per other Department or Subdepartment or person or persons
body corporates included on the other, the only species
of evidence on which the decision is grounded is composed
of voucher
in which a voucher understand a written document
in and by which any one party acknowledges the receipt of
money or moneys worth at the hands of another.

Vouchers are 1. or 2. reciprocal
including bilateral and plurilateral.

Art. For any collateral matters which
may happen to arise on the occasion of audit-procedure such vouchers
recourse will be had to an ordinary judicatory.

Art. Of such collateral matters examples are
as follow

1. Accusation of unauthenticity on the part of a voucher

2. Accusation of the non- fraud in respect of the non-performance
or malperformance of a service the performance
of which is attested by a voucher.

3. Application for elicitation of evidence of the performance
of a service for whi of the performance of which attestation
might con should have been made by a voucher but was not so made.

4. – or of evidence to supply the deficiency occasioned by the loss of a voucher.
