To the first question is given by the elasticity peculiar
to the here proposed system is given an answer more satisfactory
than by to this same question could be given by any
other system actual or possible. For the number of Subdistricts
and with their Immediate Judicatories take in the first instance the number above
mentioned number to wit 144.

If in any Subdistrict so marked out, extent of territory
independent of extent of population being the sole subject
matter of consideration the quantity of judicial labour for
which there is a demand is found greater than can be supplied
by the unremitted attendance of one paid with Judge
Principal with the one paid Judge Depute permanent,
no sooner is the inadequacy of the supply to the demand thus made known
then adequate motives adequate to the providing of a supply
will be brought into existence.
