Observations or Instructions to the Legislator

The several sections portions of territory situated, like nests of boxes, one within another
for the denomination of which the abovementioned
denominations appellatives are respectively employed, are the supposed results
of so many successive divisional operations performed upon having for their subject matter
the entire entire or aggregate of the dominions of the State in
question, whatever it be: so many of those denominations, so many
grades or stages in the process of division; has a
process the effect of which is to multiply the subject
matter of the division by a number equal to that
of the division employed. Thus, suppose for simplicity
of conception suppose the same divisor 20 employed
at each operation: divide the whole territory of
the State by 20, you have 20 of the portions above denominated districts: divide each
the districts each by 20 you have in each district 20 sub-districts, in the whole
State territory 400 Sub-Districts: Divide each the subdistricts each by
20 you have in each Sub District 20 sub Bissubdistricts,
in each District 400 Bissubdistricts, in each the whole
State 8000 Bissubdistricts: divide each the Bissubdistricts
into Trissubdistricts each by 20, you have in each Bissubdistrict
20 Trissubdistricts, in each Subistrict 400 Trissubdistricts,
in each District 8000 Trissubdistricts, in the
whole State 160,000 Trissubdistricts.
