When the people act by proxy, their the
ignorance of by far the greater number is
no hindrance disadvantage to them: their opinion is the opinion
of such as pass are so at least as pass
for the most intelligent among them. If those
who have understanding to be sensible for their own
unfitness, and they are by far the greater number
each has his oracle upon whom he
his faith. It is therefore no more than may
reasonably be expected of them, that they should in general
not choose make chosen a bad judge nor learn off a good
one.
This resource fails them altogether when they
come to act in person and that in the way of
judicature. Each man's judgment must now be
his own: no man has his oracle at his elbow
as they all are to one another, so many of them Those who are conscious of their own insufficiency
are obliged to choose at a venture their oracle on
the spot. That oracle is naturally the most
hasty, the most ardent and the most obstinate:
for as to proof of ability and intelligence he has no
home to give them. After the subject has been exhausted

Judge you can not expect a Juryman to throw
fresh lights and give himself among his fellows any
superior title to confidence.
