Box 35 contains material for Bentham's unfinished Constitutional Code and deals with legal procedure, specifically juries and jury trials. The first section of the manuscripts mostly date from around 1791, and Bentham analyses observations made by William Blackstone, William Paley, and Jean-Louis de Lolme in relation to jury trials(folios 63-76). Material in folios 103-112 is in French.

Folios 113-296 contain a lengthy critical analysis of juries written in 1808 and 1809, and deal with various issues including torture, unanimity, delays, and the burdens placed upon jurors. Folios 297-316 contain material from 1823 to 1826, while folio 331 contains Richard Phillipps's pamphlet, Golden Rules for Jurymen.
