Juries
Juries it is hoped will speak the language of
the people: Single Judges dependent upon the
people it is certain will to a certainty: it
is impossible they should do otherwise. for in continuance
Juries have nothing to prevent them: my Judges
have every thing to oblige them.
Juries may instigate in some degree the slavery
of the press: any Judge will ensure it perfect
liberty.
My Judges will do a great deal which nobody
ever would pretend to expect hope from Juries: Nothing
was ever expected hoped for from Juries that my Judges
will not do to a certainty and much better.

part of my Judges ability is secured.
Juries it is hoped will act honestly: as it is
hoped they will not have temptation to do otherwise.
My Judge if he is not an absolute idiot
or madman must act honestly: since he can
not with any chance of safety act otherwise
Juries will may do something more or less towards a
mitigation of the evil of unpopular laws: My
Judges will be so find them the execution of all attempts to execute
unpopular laws so impracticable and hopeless
as to render the continuance of such laws
impossible.
