of publicity a method of trial so compleatly
arbitrary: as if the arbitrariness of it
were not its great boast and if the very expence
of the institution: as if all its effects absolute
and relative good and bad absolute and relative
did not depend upon its being so. Be
it always observed that arbitrary means not tyrannical
in effect though certainly it excludes & not
that idea, but in itself irresponsible and uncontrouled. <p>
