would be to all society but that is not utter absolute despotism :
the universal slaughter of the whole
body would be a slight calamity in comparison
of the introduction of the law which
they have been and are to this hour labouring
to introduce. Fresh judges are soon made :
but when a constitution is made under which
oppression is without remedy and complaint
impossible , who can shall unmake or mend it?
