To alledge as a sufficient ground for the denial
of this liberty the uneasiness which it may be productive of on the part of those on whom
it may be exercised is to alledge the smart
of puncture as a reason for not bleeding a man
who has dropt down in an apoplectic fit, or for
not tapping a man who is ready to burst with
a dropsy. It is to alledge sacrifice to this momentary satisfaction the pleasure of hundreds
as a reason for the lasting everlasting security of
millions.

All that experience has ever exhibited, all
that imagination can figure to itself, which is not
more than experience has for a long time been
exhibiting, of the abuse of this liberty, is nothing
in comparison of the necessity. In the scale of
reason and utility, the whole mischief it is not so much as a feather
against a on against the body from which it
has been plucked.

The more loudly a mans conduct calls for
this censure the more averse he will necessarily
be to endure the exercise of it: the more blacker and
more indisputable a man's guilt the more strenuous
he will be in his endeavours to prevent
a trial. Since the beginning of the world it has been characteristic It is the known property of guilt to shrink
from enquiry as it has been of merit and calmnesssuspected
innocence to court it to court it as a favour, and of suspected innocence to demand it as a due. He who would stifle enquiry gives judgment against himself.
