In France, before the Revolution France possessed
in the judicial bodies called Parliaments, such a barrier
against the arbitrary power of the Monarch, such a barrier
as greatly to its advantage distinguished that
Monarchy from all other Monarchies of the civilized world.
To the ordinary course of judicature as between individual
and individual it were but indifferently adapted: being
by the inconvenience inseparable from many-seated
judicatories. But to in cases which indeed occurr but
seldom, but which when they do occur compensate more or less make up by their
importance for their want of frequency – in cases in which
the Monarch and his immediate agents subordinates were apt to act stood perpetually exposed by the one</add>
in sinister interest, they afforded to the country
a which how inadequate how far soever from
being an adequate succedaneum, constituted as far as it
went a sort of succedaneum to that afforded by the
institution of a Jury, as in legislation is favoured a
correspondent succedaneum to the protection afforded in England
by the two Houses of Parliament.</p>

When along with all other barriers <add>and all other constitutional edifices

this came to
be pulled down, the watchword which deciding the principal

ground became the equal for assault the attack was venality.

They purchase their offices: that is, their right of administering justice with the emoluments annexed to the exercise of that right: therefore in virtue of this purchase, they are
and may be expected always to be ready to sell to every
customer the faculty of a licence for committing injustice.

In the English land-service, the Officers in certain
of the ranks, Officers purchase together with the the right of defending the
country: therefore they are and at all times may be expected always to
be ready to sell it to the any enemy that will pay them for
betraying it.
