In this, two properties or qualities, impermanence and
inexperience, we behold two objects, separable in idea,
inseparable in fact. On the former depend all the
advantageous effects of the compound; on the latter all
the disadvantageous ones.
Of the disadva quality of inexperience the disadvantageous
tendency and influence is too obvious to be
passed by, and too palpable to be disputed. But the of
its inseparable accompaniment, impermanence such is the
virtue, that the existence of the constitution it has been seen depends
upon it.
The inconvenient element property circumstance, being irremoveable
all that can be done for the improvement of the institution
in this particular, is to apply whi such remedies
as the nature of the case affords admitts of to the mischief
liable to result from this feature of comparative inaptitude.
