Proportioned to the facility which they possess for
yielding without danger, without personal danger is and with sure effect, to sollicitation
from without, ought to be the care taken to
render them inaccessible to it. Under the precautions taken to ensure secrecy and by that means irresponsibility, That facility is
entire: compleat: accordingly the care taken to render them inaccessible
can not be too great.
