This burthen will either be compensated for, or as
in England, uncompensated for.
In the first case, the burthen necessary to the of affording an adequate
compensation with certain of this burthen thus transformed
and put into a pecuniary shape, will if the compensation
be uniformly an adequate one, not inconsiderable
In the other case, it being unequally unequal imposed,
it will be much more grievous. The money will be saved:
and in what way, on what terms saved? as money
was saved in France, and like not long ago Sir Charles Bunbury's Act in England,
by forcing 'day labourers' to work with empty
bellies stomachs on the roads: as money is saved in France
not to speak of England by forcing one part of the people to be stand to be shot at
without retribution from those who were exempted from
that fate.
the most incontestable ma axiom in
psychology, is this — viz. that of all burthens the
minds aggregated passion is diminished by there being
avoided. Were cross this other , often of insurance
would neither have utility nor existence: compensation, in the abolition of sine cure offices, or the
in the frequent if ofi over-paid efficient ones
would not have so much as a fortune.
