Thus The burthen then, being in the nature of the institution
inseparable from it, and in proportion to its extent an
inconvenience, what remains to be done is to under
some reduce keep down the amount of it: within to reduce it
to the smallest quantity, to which without a preponderant
prejudice to the utility of the institution it can
be reduced.
Three distinguishable modes of reduction present
themselves - each of them capable of applicable of being applied either
by itself, or in conjunction with the two others:
viz. Reduction of the number subjected to this burthen in
each court: reduction of in the number of causes on the
occasion of which the burthen shall be imposed:
3. Pecuniary altruism on the score of compensation.
