Cause Civil causes cases of the very highest degree of importance
were thus being thus taken out of the hands of
Juries were thus, and evidently for this reason,
by the people as well as Parliament sure to be so without producing
and symptoms of discontent: while in the
criminal class of causes suits, the in causes which
are neither of the first nor so much as the second
rank in the seats of importance were not taken out
of the hands of Juries (I speak of Star Chamber
and High Commission Court causes), without contributing
in a very marked degree to excite that body of discontents
which terminated gave birth to in the Civil wars.
