3. Smuggling
Thus far we have seen the expected readiness of Juries
to give uniformity to delinquents or supposed delinquents
contributing indeed to the popularity of the institution
but for this reason that a whole people either are known
or apprehend been already delinquents, or are have been under the continual
opprobrium of finding themselves to be in that disastrous
predicament: legal criminality being capable of
finding itself in the same and on the same occasion borrow with not only with
moral innocence, but with the most meritorious moral virtue.
But in whatever part of the final system
a weak spot is to be found, that spot will be sure
of commanding the attachment and eulogium of all delinquents,
who and would be delinquents who in the
weakness of this part of the legal system or because for transgression behold the
means a source of conformity and safety for themselves.
