June 1808
Such are apt to be the feelings of Jurymen at large:
viz. in circumstances a state of things which establish not any special
connection, either in the way of interest of sympathy,
with the delinquent. But in a tract of country
covering stretching in the whole to taken all together to no inconsiderable extent, there is
such is so general the prevalence of this injurious pernicious practice, that
in every jury there the probability would be very considerable
of its containing one or more members who
are either themselves habitual smugglers, or in point of
interest or sympathy, intimately connected with those who
are.
