4. Informers.

To the prejudice which recommends to popular person
favour and thence at the hands of Jurymen to impunity
of the rank of Jurymen, and thence to Jurymen delinquents
of that particular yet but widely extended
class which has received the general appellation denomination of
smugglers, must be added the kindred prejudice
which denounces to them as objects of antipathy,
all persons who comprized under the general appellation
of Informers.

A Smuggler is a person an individual belonging to a very
extensive class of delinquents.

An Informer is an individual is a person
whose occupation consists in contributing to protect
the community against a much more extensive class of delinquents, in
which the class of Smugglers is though but one out of many, is one comprized: viz. the
practisers of all those transgressions.

The smuggler is one whose constant occupation
consists in doing mischief to the public community: the
Informer meaning the habitual and professional Informer is one whose constant occupation consists
in doing good in rendering service to the community, and upon a still more
extensive scale.

But Unfortunately the perception of political good and evil, where received
to a certain distance, is the wish of a faculty, which by money is capable of
being acquired at all, and by none capable of being acquired
without long strenuous and long continued exercise, and of the few who have
accustomed themselves to this exercise, still fewer are to be
found in the class of same class with Jurymen class of by which the Jury box is fitted.

Accordingly, as the mischief done by smugglers, so
is the good done by Informers too distant to be very
generally reached by the eyes of Jurymen.
