From p. 8 The mode in which the desired stock complement of unanimity is
produced is most naturally and produced
is different, according as the members of the body in
question are understood practically speaking to be removable
or irremovable.
If irremoveable, th they have in that case whether collectively or
individually taken, they have all of them together, and
each member by himself, if power and or influence be of any
value, an interest in the weight of opinion belonging possessed
to the whole.
If removeable, especially as is naturally the case removeable by the same person or persons by whom they have been placd the weight and influence with which they
act is rather the weight and influence of such their principal
or principals than their own: in which case, in so far
coincidence mutual agreement in their declared opinions is
acceptable to his will, agreable to his feelings, he has finds a more simple mode
of securing it, which viz is by retr dis removing the refractory
keeping at the same time the obsequious where they were. Back to p. 8
