Finance Finance – has for its actual end, in a representative
democracy economy – good economy in both its branches.
In an absolute Monarchy with bad economy in both shapes and good economy likewise at the same time
that bad economy in the shape of misappropriation. By applying
to the present case of the servant as much as possible
of which is checked by the power of government; waste, in respect
of the quantity thus applied misapplied: good economy in both shapes
in respect of that whatsoever which is not thus so misapplied, useful
appropriation with reference to the several branches of the
service to which it is applied: restriction comes – frugality –
that as much as possible may applicable to those
improper purposes.
In a limited monarchy, finance has, in like manner,
its actual objects, good economy and bad economy at the same
time. But bad economy in a much larger proportion than absolute
monarchy.
In an absolute monarchy, corruption and delusion
are instruments that have place and operate in it, but they
are not essential to it: they do not enter into the composition of
its distinctive character: they are not indispensably necessary
to its existence: as for the creation, so for the preservation of it, force
and intimidation are sufficient.
To In a limited monarchy, corruption and delusion
are necessary to its existence: nor, so long as it continues in existence,
can the quantity and force of either be too great for the its
purposes purpose. I
In a limited monarchy, not only waste the matter
of waste and the matter of misapplied expenditure, but the
matter of aptly applied expenditure, is applicable and applied
to the purposes of corruption, and thus enters into the composition
of the corruption fund.
