§. Of Reform.
Reform, considered as compleat, as the concerns of
a form type of government which has for its end in view object the
happiness of a only no more than a of the members of the community
into a form type of government which has for its
end in view the greatest happiness of the greatest number.
Reform considered as partial or incompleat
is any set of operations which have for the end object
in view the any advances made towards the such measure
as above.
