§. 1. Government what – ends of government – right and proper – sinister

The only right and proper object or end of government is the may be
expressed in these words: namely the
greatest happiness of the greatest number.

Of the greatest number – understand of the individual
successive human beings of which the community in question is
comprized.

Every other object or end to which Government has been
or can be directed may with reference to that only exclusively
right and proper end, be termed a sinister object or
end.

Of In every community the actual end or object or
end to which at every moment of time the action
operations conduct agency the exercise endeavour of the active faculties
of every member of it is actually directed, is his
own greatest happiness, according to such conception or at
the moment it happens to him to have formed of it to
entertain in relation to it.

If in this way state of things the happiness of each individual
could obtain increase to the utmost without any
diminution of the happiness of any other, there would be
no need of government: nor would any such exercise
of power as that which is made performed to take place by the
operation of government ever have place.

But to a great extent, as mentioned is constituted
and circumstanced, theirs excite not any individual
in whose hap instance happiness can receive increase
without correspondent diminution in the instance of some
other and indeed all others for amongst the most essential
and indispensable instruments of human happiness, they being
such of human existence, are objects of which no one human being
can have the use and
enjoyment, unless all
others are debarred from
it: witness the food, drink
