Thus and hence it is that the only p right and proper
end of government is necessarily reduced to the above expression
– the greatest happiness of the greatest number.

The greatest possible happiness of the greatest number
will be actually be produced, in so far as circumstances
not depending on human agency are favourable, and the
means employed by human agency are well adapted
to that end.

Taking this for the only right and proper end of government,
the art and science of government, is the art
and science whereby the agency conduct of all is effectually directed
with more or less success to the production of the greatest
happiness of the greatest number.

The principle which assumes and declares points out this to be the
only right and proper end of government may be termed
or for shortness be termed the greatest happiness principle.
