What is the best form of government? That question may
be varied itself be clothed in an indefinite number of ways forms. What is
the most eligible? what is the most desirable? what is the
most right expedient? what is the most right and proper?
and so on. In whatsoever form clothed it is
to an oft be this – what is that which it is your desire to see established
established to see of resolvable into to this in conjunction these two: 1. what is the end to which
you it is your desire will to see the arrangements⊞ ⊞ employed in the delineation of it belonging delineation
of to it directed? 2. what are the means which in your several arrangements by
which in the character of means in your opinion it is your opinion
that that same end in so far as attainable is most
likely to be attained?

To write an answer to this question – to write on the
