Constitut. Code

To In a work of self-biography, personality
called in English when disapproved of in a dyslogistic sense egotism, is at once
necessary unavoidable and agreable. In a work on legislation, except
in so far as it is avoidable, it is irrelevant, impertinent,
disagreable. In a certain case In the mouth of a public functionary it is in
certain cases
not only impertinent and disagreable but insultingL
and thereby to every individual who is not by habit inured
to insult supremely disagreable. This is where the rest of
the community being brought to view upon the stage in the character of subjects
of property, the speaker brings himself to view in the character
of proprietor, owner of the property.

Thus to speak is to spit in the face of every one who
either hears or reads it.

The present is an occasion on which personality is unavoidable.
Write on this subject, I, who write this can
not, without giving as above such two virtual answers to the
abovementioned to this question – what is the form of two virtual in the questions abovementioned. To the
which in the country in question, whatever it be is first accordingly my answer is – the greatest happiness of the
as you desire to see established? To this greatest number all the several members of the community in
answer in the briefest form is this – make that form question taken together that is the end to which it is my desire to see all the several arrangement belonging to it employed in the delineation of it, directed> To the second question my answer is –
which in and by the several arrangements which I am about the several arrangements which in the sequel of this work will to propose I am about to describe in the character of means with relation to that same end
will be brought to view in the sequent of this work.

That being taken for the end, to which all it is right and proper that all legislative arrangements be directed
my opinion is – that so far as they go the proposed arrangements which here
follow would be in a higher degree contributory conducive to it than
any other, could be, that that could be proposed in a
work, in the text of which can be contained which
reliance means apply not to the situation of any one government in an exclusive
manner, to the exclusion of all others.
