In saying this much I have already laid down what
in my view of the matter in of the right and proper are the first principles of government
on the subject of
one of the two positions of which in the character
of first principles the whole remaining sequel of this work
will be no more than the development and the application.

This principle may for shortness be denominated – the
greatest happiness principle.

The other may in like manner be denominated – the
self-preference principle.

The use of the former is to hold up to view the end
to the attainment of which in as far as attainable, all the several
arrangements which occupy the sequel proposed in the body of the work will be directed.

The use of this latter position is to hold up to view a property
in human nature a feature in the human character
by which has whatsoever be the proposed arrangements converted into
laws the line of conduct will in the instance of every member
of the community, be he who he may, be a on
each occasion directed. For in the attention paid to the
propensity which it indicates will depend the efficiency of
whatsoever all such arrangements, whatsoever as are converted into laws with a view
to that or any other end, are anywhere converted into
laws.

By the principle of self preference understand that propensity
in human nature by which any human being is on the
such occasion of every act he exercises, every human being
is led to take pursue that line of conduct by which, according to
the view taken of the as his view of the case taken by him at the moment, will
in the highest degree be contributory to his own greatest happiness,
to pursue that same line of conduct whatsoever be the effect of it in relation
to the happiness of other sensitive beings, any or all of them taken together.
