The disorder has been seen: it admitts but of one remedy.
The disorder has, for its cause, a system of procedure, produced, in a
dark age, by interests and designs, directed to ends, opposite, in the degree
that has been seen, to the ends of justice. The remedy, if it has any, will
consist of be constituted by a proposed system of procedure produced in an enlightened
age, by interests and designs, directed from the first towards those same only legitimate ends ,
and, from first to last, pursuing the same undeviating course. The
difference between a work directed to the one, and a work directed
to the other of these opposite objects, will , in and by such a work have been rendered visible
to all eyes. In the hands in which the power of the country
is - in these hands will be then the choice.

Action, without good is or evil in view , - good, in the
shape of reward, or evil, in the shape of punishment — is an effect
without a cause. But, in the present instance, in no shape will
it be needful or would it be reward be either needful or accepted, but in that
in which, by a connection naturally inseparable, it follows from
the service: the glory, I mean, of having rendered it, and the prospect
of the felicity that would flow from it. The reward - is it
too great? then, so as the latter part be but granted, the former
shall be given up. Come forward with your work — use, in one
way or other, shall be made of it. In these words, so it be from
authority, are contained all that is wanted. As to an exclusionve call,
nothing like it is desired, nothing like it could be approved:
cCompetition, the Mother of excellence — competition is not deprecated,
but recommended. Reasons will be given for every distinguishable
clause. By these reasons will be shown, on the one
hand, the evil that, in all its shapes, flows from the existing arrangements:
on the other hand, the good that presents itself as
eventually about to flow, from the several arrangements proposed
to be substituted. Reason will thus, and for the first time, be
seen speaking as from the throne!
