§. 1. Positions to be proved.

It is not in human nature the nature of the case that by the majority
of a set of men possessing that the share of political power possessed by
the Whigs any desire or intention wish to see reform in any shape
have place should ever have been or ever be entertained.
☞ As to mankind in general deserve the for the Apology.

2. By nothing that has ever been done or said by
the Whigs in Parliament or elsewhere has any evidence of
the existence of any such wish on their parts been ever afforded.

3. By much of that which has been done, left undone, and
and left unsaid by those same beings in Parliament and elsewhere
has much evidence of the non-existence of any such wish
has been afforded. See Hobhouses pamphlet.

To rebut this evidence, a theory has all along been
maintained by the Whigs, a theory according to which they
there is something exists on their part a in their nature that renders men disposed
to good than as any that to be found – in any other men. This
theory is groundless and
there exists on their part such a title to universal confidence
as has no is not possessed by any other men: to wit to such
a degree portion of confidence such as shall suffice for its being left
at all times to their will to determine whether in any shape and if
in any in what shape and at what time reform shall take place.
