Codification Purpose

On the part case of the in persons engaged in the drawing of
any such draught, causes of inaptitude will be found to have place, by which aptitude in one or another of the above
branches will be liable to be diminished.

Those internal causes of inaptitude appear to be all of them comprehended
under one or other another of the four heads following heads: namely
sinister interest, interest-begotten prejudice, authority-begotten
prejudice, and original or inbred weakness.

By sinister interest understand each mans personal
interest in so far as it happens to it to stand opposed to
to the universal interest – the aggregate interest of the whole community
the greatest happiness of the taken in the aggregate: in a word to the greatest happiness
of the greatest number.

By prejudice understand prepossession in so far as
it is erroneous: prepossession that is to say opinion already formed and inter
at the time of entering upon the work.

By authority understand the opinions, really
real or supposed of any person, by whose opinion that
of the individual in question happens to be in a greater
or less degree influenced.

By sinister influence interest, in proportion to
its effects from appropriate moral aptitude is diminished.

By interest-begotten prejudice and authority-begotten
prejudice, and original weakness appropriate intellectual aptitude and original weakness in so far as depends
upon appropriate judgment, are proportionally diminished.

Sup Laying out of the question case Each mans supposed aptitude for in respect of the formation and
utterance of a right judgment opinion on the subject matter in question, the
force or influence of authority will naturally be as the number
of the persons by whom the opinion in question is regarded supposed to be entertained as between men. But A man when means of opportunities for forming and disposition to form a right opinion
are considered, the force with which this or that of one mans authority operates may be in any degree
greater than the force with which this or that other man's op authority operates:
and thus the force with which a single mans authority operates may be equal to
or is greater than the force
with which the authority
of an the opinion
indefinite multitude of
other men operates.
