I shall have to certify to the Spanish nation – I shall

been ordered for the benefit of the its Constituents – I shall
have to certify to the Ultramar of both countries
that such is I shall have to certify to the men b in whose
who ever they may be, in whom in so short a space of time the present Representatives
of the Spanish people will be their successors – I shall
have to certify to them – that, I such is the opinion
which the framers of this proposed Code have of their
own wish – that they dare not endure the aspect
of any rival wish – that they dare not permitt the
unrestricted diffusion of any free remarks in it: that
the for causing it to receive the force of law
their sole dependence is in their power, and that they
have only by –
they have none at all either on the intrinsic aptitude of their
work, or in any for opinion that may be formed
of it, that in this particular their conduct is exactly
the same as that which in the like case would be the
endeavour of the government iron rule for which they
profess to give relief: and that even in their own opinion
their laws the laws they endeavour to establish are such, as to be incapable of being rendered
sufficiently secure against opposition by argument, unless
protected against it by means by which the most flagitious
or absurd laws might be rendered equally secure.
