With a view to any such operation, thus much is sufficiently
manifest: viz – that, on the part of the authors, there
exists, and has existed from the beginning, a determination
to turn aside from every thing I have said on the subject,
or hereafter may come to say. I mention this, not in
the way of complaint, for, as to myself, I have not the any
such weakness as that of regarding myself to have sustained
any thing like an injury, but for the mere purpose of apologizing making
an apology
to you, Sir, for thus declining an honor, by the acceptance
of which, I do not see any prospect of being of use.
In my labours, such as they are, it is the service of the whole Spanish
Nation, not of this or that individual or assemblage of
individuals, that I have in view. To the cognizance of the whole
nation, I shall accordingly do my endeavours to submitt them
if I do not find some insuperable bar raised by authority, of
which I am not altogether without any apprehensions. As
it is in every other Country but that of the United States, so,
as far as my observations have extended, it appears to be in yours.
It is the desire of the rulers that all men should possess the most
perfect liberty of making public all such ideas as it suits the
views of them (the said rulers) to see published: all such ideas, be
not any such as would be in discordance with those views.
In the proposed Code, I see already an openly avowed design
(se Arts. ) of making, by authority of the ruling
powers, an index expurgatorius, and ruining any Bookseller
who should presume to print any work contained in it. A
more extensive contrariety than that which has place between
the ideas contained in the authoritative work in
question, and those contained in not only in my works at
large, but in those of them which, being in French, have been
under the view of he Gentlemen in question, is not often exemplified,
I believe, between two works travelling over the
same ground.
