Junctiana Proposal
§. Inducements to the requisite concurrence on the part of
Mexico.
What, on this occasion, might naturally enough occurr
to the Mexican Government, howsoever constituted, is –
that, sooner or later it will be able to execute the business
of itself, and thus secure to itself and for ever, the benefits
whatsoever they may be, with which the accomplishment
of so great a work will naturally appear pregnant.
To this observation the following measures present themselves
1. The quantity of capital necessary can not but be very
great: at a venture some millions of pounds Sterling may be stated
as likely to be required to be expended, requisite: and the expenditure,
whatever it be, continuing for years, before any return can reasonably be
expected. All this while Whatsoever capital may be have in any
part of Mexico be in existence, will find itself for a long time find itself
capable of being employed in other ways: and this not only at a
greater rate of profit but without than there could be any
clear assurance of from this source, but without any such
obligation as that of waiting for an indefinite time, not only for so much
as a commencement of profit, or profit but even for so much as common
interest.
Were the Government thence to rely on its own internal strength
for the execution of the enterprize,⊞ the probability seems to be – that it would remain to would this be probably remain to the end of the
lives of reduced to existence present generations, always in
contemplation, never in existence.
That the requisite capital should be derived from extraneous
sources; and, in a large quantity, before antecedently to the commencement
of the enterprize since seems therefore to be altogether necessary.
