§. 8. The greatest happiness of the greatest number requires
that, aptitude in other respects equal not being inferior,
the hand be that of a foreigner rather than that of a native.
On this occasion it will be necessary to bear in mind a

between the two branches into which legislative power in its nature is capable
of being divided, and moreover in use to be divided in practice – the
initiative and the consummative.
