Codification Proposal

On this play, it is seen, (the be the nation in question
what it may, the initiative function in legislative is laid open
to all mankind not only to every member of the community in question,
but to every member of that all-comprehensive community
of which the particular community in question is itself a member.

be? To the initiative function, as thus described, no power is
attached – to the initiative function so as it be not instead of being exclusively
possessed by him by whom it is exercised, it is given to be exercised
by all others without distinction, no power is attached annexed,
from the exercise of it therefore no possible danger can by any
possibility ensue. To admitt all men to the exercise of this
function is neither more nor less than to be ready to remove
from all men service in this shape: To the community for the service is received from receiving service in this
shape, no danger can attach any more than from receiving money
from the individuals of all nations supposing them disposed to give it.
