So much as to the several external instruments of felicity,
and proper ends of subordinate ends of government.
Now to the internal.
1. As to Moral Virtue: of speaking relatively with relation to felicity,
Moral aptitude.
This his interest prompts him to maximize on the
part of his subjects: viz. so far and so far only as by the
possession of it they are disposed to do his will and contribute
to the advancement of his particular and or peculiar interest.
But at the same time this his interest at the same time renders him desirous prompts
him to minimize in so far as by the possession of it
men are disposed to thwart his personal interest in all its
several branches preferring their own interests respectively to his.
