Receiving a Code from me you will receive it without
prejudice to your freedom. From no other quarter would
you receive one on the same terms
Receiving such a Code from me you will receive it from a
foreign hand. True: but by this your doing so, far from being narrowed
your liberty will be enlarged. Receiving them from Bonaparte,
the French received their Codes from the hand of despotism.
So did the Bavarians. So did the
Receiving this your Constitutional Code you from the Spanish
Codes you received it not indeed from the hand of Necessity.
Necessity is not despotism but it is no less coercive.
Receiving it as you did you did well, but it is too little
to say that you did well, for you could not have done
any otherwise. The yoke of despotism being cast off,
the choice was between that and anarchy: the dominion of
warring despots.
