3 August 1810
Consult for U.S.

II. Necessity of To be Necessity that a work on
this subject should if possible be the work of a single
hand: – is if of several hands, of such one master
hand, the others in quality of disciple taking direction
from that one.

Moreover, no unity of design – no consistency in execution –

Reasons in favour of such singleness

1. Consistency in design and execution

2. Responsibility – that honour and dishonour
may find a honour in case of a union of ability
with probity – dishonour in case of a deficiency
manifested in either point, may find a determinate
object to attach upon.

3. By such unity and consistency, the exercise of the right
which will and ought to be possessed by every Member
of the Delegation viz. the right of proposing omissions
additions and substitutions without reserve, so far
from being impeded will be facilitated. For unity
and consistency all that is requisite is that it be
the work of some one person in the first instance.
