Sympathy of conception – inaptitude resulting from the want of it.

From the want of sympathy of conception result mischief evil
to such amount as would of itself suffice to render Monarchy
incompatible with the greatest happiness of the greatest number
or any moderately good course of government. In addition

Thus in regard to waste. In addition to all the expenditure
of the needlessness and uselessness of which they can not
but be conscious, there is p abundance, perhaps in still
greater was quantity needless and useless and even mischievous
expenditure of the needlessness of which they are not conscious:
of the needlessness of which their situation suffices
to deprive them of the physical capacity – the possibility of being conscious.

This want of sympathy of conception, in a degree proportioned
to the several degree on the scale of opulence, attaches itself
to aristocracy – to the sever Members of the several branches
of it in their several degrees. Whatsoever be the subject, in
the expenditure they bestow upon it there is always the part which
is needless exceeds the part which is useful is exceeded by the
part that is needless.

Is it for example an establishment for destitute children
the offspring of convicted and punished malefactors? The expence per
head is worked up to a quantum sufficient for the maintenance
of a child belonging to the middling classes – Their humanity
would shrink at be checked by the apprehension of failing in any part to keep them in
a state of destitute of the main means of comfort. But by the means of comfort what is it that they mean
and which mean which, as they have learnt from habit and
experience in their own influence would be necessary to produce
the sensation of comfort to themselves.

possible they deprive the community of that which is possible.
