The sources of waste and corruption are here all of them indicated
and enumerated. Dry them up all, dry them up without
exception, to all this mass of vast evil you may substitute the opposite
and correspondent good with a sacrifice comparatively inconsiderable
of existing interests and expectations. Keep one of
them undessicated, for every one so less undesicated you defray sacrifice
a proportionable mass of existing possessions, you defeat a proportionable
mass of existing expectations.
